(1) If the licensee has to sell minerals or by-products other than the minerals mentioned in the license found during the mining of minerals, he must obtain the prior approval of the department.
(2) According to sub-rule (1) after taking the approval of the department, when selling other mineral substances or by-products, the royalty prescribed according to rule 21 shall be collected.
